Mission Statement

To provide quality services in the administration of employee benefits and to respond to employers and employees in a fair, prompt and courteous manner.

Located in Boulder, Montana, Boulder Administration Services, Inc. (BAS) is a Third Party Administrator (TPA) that provides benefit administration services for all employee benefits with the exception of retirement plans. BAS has a national reach when it comes to serving the members of our Employer Groups.

BAS is owned and operated by the husband and wife team of Bruce and Jackie Wagner. Combining up-to-date technology with personalized customer service, BAS strives to provide a pleasant experience when dealing with benefit questions. Bruce and Jackie each have over 20 years of experience in the health insurance industry. Working as agents they recognized a need and established a TPA business with a focus on employers with less than 1000 employees.

BAS is constantly adding new services in the rapidly changing employee benefit environment to assist an employer, and particularly the HR department, to stay in compliance with new regulations while still focusing on the core benefit package.

BAS Provides What Employers Need

  • Personalized response to calls - The purpose of Employee Benefits is to keep the employee satisfied. BAS believes the best way to do this is with a person to talk to, which is not always easy with an automated phone system. After our initial answering process and disclaimer, you will be transferred to a live person. If it is necessary for us to use an answering message due to high call volume, we strive to return calls within an hour.
  • Compliance with legal requirements - BAS utilizes resources such as Society of Professional Benefits Administrators, various attorneys that specialize in ERISA and employment law to stay current on the changing legal landscape. Additionally, we network with other TPAs and Stop Loss Carriers to stay current on trends in the industry.
  • Variety of services - Every TPA should be able to process and pay claims, but we don't stop there. We are constantly providing new services that try and ease the burden of compliance with all the new regulations. Along with administering self-funded Medical, Dental, Vision, COBRA, HRA and Cafeteria plans we have added services that assist in the PCORI, Transitional Reinsurance Program and the 6055 and 6056 reporting requirements.
  • Up-to-date technology - By constantly upgrading the tools used for administering benefit plans, we are able to provide employers with the reporting data and information that they need to manage their benefit plans. Our online enrollment system meets the requirements that HR needs to streamline and manage enrollments at open enrollment and throughout the year. A robust reporting tool allows the tracking and use of the benefit dollars. This information can be used to determine if there are areas of the benefits that are in need of improvement or if there is abuse to the plan occurring. A web portal allows members to check claim status or reprint an Explanation of Benefits and reduces their frustration about wondering what is going on with a claim.
